Tasks and authority of the safety officers:

 

The tasks and authority of the safety officer – according to the Labor Inspection Organization Regulations (Safety Officers) 5756-1996 document:

 

10.   (a) The task of the safety officer is to advise the employer on everything related to laws, regulations and standards on matters of safety, to assist the employer and members of the administration and planning staff in relation to the safety, hygiene, ergonomics and occupational health of the workers in the plant and to promote awareness of these subjects:

 

(1) To locate and inform the employer of safety and hygiene hazards in the plant;

 

(2) To ensure the existence of proper safety and hygiene facilities in the plant;

 

(3) To demand the institution of proper safety and hygiene procedures in the plant, the work processes, the facilities, the buildings, the equipment and materials and in any change in these;

 

(4) To act to carry out the instructions of the Labor Inspection Organization Regulations (Giving Information and Training Workers) 5744-1984;

 

(5) To ensure the preparation and updating of a safety program as required in the Labor Inspection Organization Regulations (Safety Program) 5744-1984;

 

(6) To ensure implementation of the instructions of the safety program that was prepared in the plant, and the inclusion of safety and hygiene requirements in the up-to-date instructions for the use, operation, maintenance and safe storage of equipment, materials and work processes in the plant;

 

(7) To investigate the reasons and causes of work accidents and occupational diseases with the aim of learning lessons, to record in writing the findings and conclusions of the investigations and to propose to the employer suitable steps for preventing the reoccurrence of accidents; to ensure that workers are trained regarding the causes of accidents and occupational diseases and the lessons learned;

 

(8) To coordinate all information and documentation related to work accidents and occupational diseases that have occurred in the plant;

 

(9) To prepare, publish and update safety and hygiene instructions and a written abstract of information about risks at work. To supervise the execution of safety and hygiene instructions and to report any case of their violation to the employer;

 

(10) To ensure that hazardous materials, equipment and work processes are marked and that instruction signs on the use of personal protective equipment are displayed;

 

(11) To ensure performance of inspection and monitoring of the sound state of safety and hygiene facilities, personal protective equipment, work tools and equipment that is legally required to be examined periodically, according to the manufacturer's instructions and according to accepted professional rules;

 

(12) To ensure the existence of routine medical tests for workers in the plant who are exposed to factors regarding which there is a requirement to perform such tests;

 

(13) To ensure performance of environmental occupational tests by authorized laboratories, when there is a requirement for such a test in the law or regulations; to document the findings of these tests and to bring the implications and the means that are to be implemented to the knowledge of the employer and the workers;

 

(14) To establish arrangements that will ensure proper safety and hygiene conditions when employing external contractors;

 

(15) To cooperate with the activity of the plant safety committee, and to give it any information needed for its ongoing activity;

 

(16) To give instructions to stop work when there is immediate danger to the life or health of a worker, and to report this immediately to the employer or to the employer's representative in the workplace;

 

(17) To ensure the existence of a plan and a drill routine for emergencies;

 

(18) To report to the regional work supervisor, when requested, on the safety officer's activity to increase the level of safety and hygiene and to prevent risks in the plant;

 

(19) To accompany work supervisors in their inspection visits to the plant, if required to do so.

 

(b) The safety officer is authorized to enter any place in the plant where workers are employed, to examine the safety and hygiene arrangements, and to take any action necessary for the purpose of carrying out their task as defined in sub-regulation(a).
